Senior Procurement Officer – NAAS

We are seeking an experienced Senior Procurement Officer to lead and manage public procurement activities within a busy educational institution in the Irish public sector. This role requires strong expertise in public tendering, compliance with EU and National procurement regulations, and the ability to operate effectively in a high-demand, fast-paced environment.

The successful candidate will play a key leadership role in ensuring best practice procurement, value for money, and full regulatory compliance across goods, services, and capital works.

Key Responsibilities

  • Lead and manage public procurement processes in line with EU Directives and Irish National procurement regulations.
  • Oversee end-to-end public tendering for goods, services, and capital works projects.
  • Ensure compliance with public procurement policy and monitor adherence across the organisation.
  • Conduct expenditure analysis, prepare reports, and support strategic financial planning.
  • Provide expert procurement advice to senior management and internal stakeholders.
  • Manage and lead procurement staff, ensuring high performance and professional standards.
  • Operate effectively in a high-volume, fast-paced procurement environment with competing priorities.
  • Support audits and ensure full documentation and governance standards are maintained.

Essential Requirements

  • Minimum 5 years’ experience in a busy public procurement unit within the Irish public sector.
  • Significant experience in public tendering for goods, services, and capital works.
  • Demonstrated experience in expenditure analysis and procurement reporting.
  • Proven experience implementing public procurement policy and monitoring compliance.
  • Experience managing and leading teams.
  • High level of knowledge and expertise in EU and National public procurement regulations and guidance.
  • A recognised qualification in public procurement.
